The main purpose for this feature is to make ping-able roles on an opt-in basis.

Design Considerations:

storage of roles and related config: JSON on docker volume/sql database?
how to opt-in: run a command (e.g. !role xyz)/react to a message in a channel specific for this purpose
how should these roles be tag-able: certain role(mmod team)/run a command?
