Feature: trust system #86

Closes #78

Bit of a big PR:

Allows for admin config properties to be set only
Allows for using help command with a module/alias search string
For each day, each channel and each user, log how many messages are sent
Once a user meets the minimum requirements (and no blacklist) trust them.
Added !stats top users/channels to see some info
Added !trust commands to help with the trust system
