Borderless Windowed/Fullscreen Windowed causes screen tearing in DX11 #1918

Describe the bug

Using the launch arguments -windowed -norborder or using the video setting Fullscreen Windowed causes screen tearing with VSync off. This behavior is not found in DX9.

How To Reproduce

  1. Add -windowed and -norborder to the game's launch arguements

OR

  1. Set Display Mode to Fullscreen Windowed in Video Settings

Issue Map

N/A

Expected Behavior

DX9 and other Source Engine games do not have screen tearing with these settings/launch arguments.

Operating System

Windows 10 21H2

Renderer

DX11 (default)
