Holding mouse input key in spec/replay hud causes rapid toggling #1984

Describe the bug

Holding the mouse input key in spec/replay (current default ctrl) causes mouse input to rapidly switch on and off

How To Reproduce

  1. Spectate/watch a replay
  2. Hold control
  3. mouse rapidly switches on and off

Issue Map

Expected Behavior

Holding control should not cause mouse input to rapidly switch, holding the key should enable mouse once and wait for full -key +key cycle before disabling
