Ahop: +strafe speed penalty doesn't apply when holding strafe keys #2144

Describe the bug

When using +strafe to AFH and also holding A or D, the speed penalty doesn't apply because the player's movement input vector is almost entirely horizontal.

How To Reproduce

  1. Try to +strafe AFH while holding A or D
  2. See that no speed is lost

Any ahop map

Expected Behavior

The +strafe speed penalty should apply the same regardless of whether A/D is held.
