Closes #804, tests should cover all the MapStatusNew values with and without the lowest role permitted to review.

Not sure what the status on this is, seems to have been some activity but commits still need cleaning up and I can't tell if anything has been worked on. No rush or anything, but if you're having any trouble with Git or whatever (totally normal) give me a shout in Discord and happy to help out.

I adopted the contents of this in https://github.com/momentum-mod/website/pull/905, so this PR is no longer important.
