[x] Removes production compose file and simplifies dev/test versions
[x] Adds CI jobs for deploying frontend to CF Pages WIP
[x] Adds Dockerfile and CI jobs building backend Docker image WIP
I'm not finished with this yet, in the middle of those last two steps, and there's a few misc fixes I have to do (frontend auth isn't working at all??). Want to see how current stuff fairs against the code quality CI.
