[BUG] Strict jesus offsets do not bypass #178

Issue: Jesus flags for MOVING_PASSABLE when going into water.

This isn't the issue, changing floatOffset to 0.0f in the timer check removes that, but when that is done it flags for MOVING_SURVIAL_FLY

Context: 2b2t.dev, Jesus on SOLID_STRICT mode, on water

Environment: 2b2t.dev, no other clients
