10 years ago My apologies - incorrect custom keymap to blame. Menu activates with menu key. Other actionbar items are not accessible, but they are simply keyboard shortcuts anyway,

The tab selector and actionbar items do not receive focus when Menu (keycode 118) is sent. Therefore, they cannot be traversed via a physical keyboard. Would be nice if they could.
Tested with Logitech Tablet Keyboard (ipad and windows/android) and Motorola Xoom keyboard on MotoX (4.4.3) and Nook Color (Cyanogenmod 11 / 4.4.3)
