Schematic Setting Presenter

Add another button next in the "Editor" window for transmission or 
distribution, (i.e. next to "Explorer","Map",and "Delete").  

When the user clicks this button, open up a "settings" tab which is specific to 
that schematic  (Create a SchematicSettingsPresenter & View)

This new window will allow you to edit some properties of the schematic, which 
will be saved in the ClientElementManager. 

For now, the only thing you should put there is a drop-down menu for "Climate" 
(The Climate is currently sent on the top-bar on a per-project basis, but it 
should be moved here so that it can be set on a per-schematic basis).
