add a page for EXCEED GEAR #195

A barebones addition for whoever wants to try to operate the thing; structure changes notably in EG and I'm not particularly skilled at this so most likely I won't be porting any patches from VW other than WASAPI shared mode

You shouldn't even have exceed gear data if you don't even know what you're doing. It's about a year too early to be making this PR.

Like icarus, I expect people flaunting data like this to get burned.

Unfortunately it got publicly leaked by some nut about eight hours ago, and there will likely be at least some margin that will attempt to operate it. This is for those people. I do agree that there's no good reason to be using the leak (even disregarding how unusable it actually is), and don't intend to add more regarding EG on this repo until an appropriate version is made public.
