IIDX30-010: Add Unscramble PIN pad, shared WASAPI patches #361

Add the missing shared WASAPI patch for 010.

Port over "unscramble PIN pad" from CastHour. Only did 010 for now since that's the TDJ DLL, but could be ported to others if needed.
