Improve checkBuildAvailability Method with Minimum Requirement Check Flag #132

Adds a checkForMinimumRequirements flag to the buildParams argument of the checkBuildAvailability method.

The purpose of this flag is to only check if the minimum requirements are satisfied for a build.
