Bring back multicast disco? #15

202 removed the Disco dict, and multicast disco with it.

As outlined in https://github.com/oscoin/oscoin/pull/202#issuecomment-424307275, it is somewhat questionable if we want it back, at least in the old form.

I think it might be quite useful for testing both locally and within our LAN. Otherwise you have to create seeds for every peer. So if it's not too much work, I think it's worth it.
