add citation/acknowledgement info to dataset #115

from @bryanlaraway I see requests for citations and/or acknowledgements. We should probably add these to the dataset descriptions.

@micheldumontier @cmungall @mbrush please comment on what properties should be used here. DCTerms:bibliographicCitation property or some kind of "acknowledgements"?

Example acknowledgement would be something like "Courtesy: National Human Genome Research Institute."

In the HCLS note we recommend cito:citesAsAuthority, but dcterms:bibliographicCitation seems reasonable too.
