Previously I would infrequently create species specific slices of NCBI's gene_info files for
confirming that incompletely specified identifiers found could indeed be correct.
Without a proper location, these 1M-ish files were placed under dipper/resources
with DipperCache operating, that becomes the logical place to store and auto-update them.
