KEGG refactor & OMIA fix

KEGG

• synchronize filenames between the ingest and DipperCache
• note that many are ignored after fetching see:
  • https://github.com/monarch-initiative/dipper/issues/141
  • drop files and code we decided not to use 5 years ago.

OMIA:

• URL-encode un-resovable LIDA uri

(recent crack down URI which were expressed as literals forces hand.)

Commented MyChem out of the Jenkinsfile as it being non-functional is not an error
