Fix RGD and Xenbase gene to ensembl gene equivalence #994

There are lot's of drops in frog and rat data. In some cases this is due to the taxon not being linked to the gene, so the data is still there it's just linked to organism.

I see diminished counts in reactome qc. might be related (nope)

educated guess is this is partially from downgrading ncbi gene to ensembl mappings from equivalent to xrefs in the ncbi gene ingest - https://github.com/monarch-initiative/dipper/commit/5427f266c289
