Describe the problem

If I put this text into the Text Annotator (https://monarchinitiative.org/tools/text-annotate), it just spins:

facial characteristics, hearing loss

Replicated on Chrome and Safari

This was related to rate limiting the annotations endpoint as previously we had issues with users running pubmed abstracts through it at high rates. The rate limit was not properly limiting per IP resulting in this service occasionally returning 503 errors on the browser.
