Manage Google Cloud Storage Costs #758

Our Google Cloud Storage costs have been creeping up. From Sept through Feb they were ~$140, and since March they have been increasing by ~$10 per month. We should consider a strategy for moving some of our older data to slower and cheaper storage. I'm not sure what the options are anymore but it seems likely we can find something to move older data to that will reduce our costs and keep them lower.

Since we're facing the same issue with KG Hub it would be good (or at least beneficial to everybody) to have a unified solution.
