Run Dagster on GCP for ingest & graphdb deploy #142

@falquaddoomi is setting up a dagster head to run the terraform and ansible tasks in graphdb-deployer, in the near term it should also be able to run the download & ingest pipeline.

THis could be a merge and deploy in jenkins rather than adding the complexity to dagster right now.
