Provide Updated ID-Prefix stats for informing mapping. #195

@matentzn We need to provide the prefix-category stats so that we can provide identifier mappings.

Add pandas code for generating these stats to Monarch Ingest repo. (pipeline.py within the merge step) Output as a file that is uploaded into the release directory.
