Monarch Ingest downloader Jenkins job is writing files in the wrong place #215

The gsutil command in Jenkinsfile-download is writing all of the data files to gs://monarch-ingest/data-cache/data/ rather than having the list of source directories directly under gs://monarch-ingest/data-cache/
