This PR turns monarch-ingest into a package installable via poetry to make ingests a little easier, both for the end user and for CI/CD

CLI commands:

ingest transform
- Options: --all, --ontology, --source, --output_dir, --merge, --force, --row-limit
ingest merge
ingest release
