node & edge files at top level of release rather than in transform_output #246

In the transition to using cat-merge we lost the transform_output subdirectory

It's worth noting this behavior is inconsistent. It's happened 2 or 3 times, but several test runs provide the correct file structure. Tentatively leaving this open in case it happens more frequently/consistently, keeping a passive eye on it
