The authoritative source here is GO, not GOA

Yes, this should be the case. It is still ambiguous - it is GO in some places and GOA in others.

@monicacecilia Just wondering, now that I'm taking a look. Does this logic also apply to HPOA? (ie. the source is HPO, the ingest is annotation)

Also, are we going to need to update the infores entry? (currently: infores:goa) (possibly a @sierra-moxon question?)
