Issue 283 ncbi to dictybase gene mapping #316

Resolves issue #283.

@kevinschaper over to you for testing. Note that I've added the two ingests into the ingests.yaml inventory. Note that a new 'map' _dicty_symbols_to_ncbigenes.yaml points to data that must be manually downloaded from NCBI with the file named accordingly (this is documented in the map file comments). I don't know if there is a better way to do this...
