Add phenio relation graph file as stand alone download & sqlite artifact

The Phenio relations table is useful as a data artifact on its own.

This issue should be done after #369

• [ ] Copy the compressed relations file from data/monarch into output
• [ ] Load the relation file as a table in monarch-kg.db
