Just starting a collection of quality of life changes for ingest:

switch to loguru for logging
- still can't capture koza logs when logging to a file, but functionality is unchanged with this switch
- will try to get this working before pulling in
update docs a little
move source code into src/ subdirectory to match with all other monarch projects
allow a list of ingest tags for ingest transform -i flag rather than a single string
add version flag to ingest CLI
