Use weaker predicate for CTD #483

I thought we already had an issue for this, but I couldn't find it. Treats is too strong a predicate for many CTD chemical to disease edges. When we get to biolink 3.6, there will be more options, but for now it's sensible to back it off to something that is even weaker, if necessary.

It looks like ORION is using biolink:ameliorates for therapeutic entries in the CTD Ingest, I'll start there.
