Retire this repo and replace with new PhenIO.owl #40

We decided on the name PhenIO.owl to replace monarch.owl

I suggest create a new repo from scratch using ODK

use the following components

will assign @caufieldjh... but needs to be added to github team!

I think we should do this together.. There are a few design decisions that I want to make for phenio..

I already made a PR for phenio a few months back: https://github.com/monarch-initiative/monarch-ontology/pull/22/files
