API Method to read the QC Report from the bucket or pull from stable URL.

Look at Test Run and Overview from SRI Testing repo - check with Tim for URL

Kevin re-architected the data bucket. I'm closing this for now... we may want to revisit this if we move qc/stat reports to an API endpoint.
