neighbors view for disease does not link to MONDO IDs #172

we are double PS:PS, the MONDO URI doesn't double, I suspect this is an ID/data issue

We moved away from the OMIMPS obo purls in dipper, because they don't resolve to the correct page, for example: http://purl.obolibrary.org/obo/OMIMPS_203655

@cmungall what is the status of this ticket? https://github.com/monarch-initiative/dipper/issues/700

This appears to the be the correct page for the ID but we have two IRIs in our graph, https://beta.monarchinitiative.org/disease/OMIMPS:164400

this is fixed on our side, but we should still make sure to address monarch-initiative/dipper#700
