make lay description annotation property and coordinate with GARD

@mellybelly what is the specific action item here? Do you want to add layperson definitions of existing Mondo terms that come from GARD, ie the 'summary' that is associated with a disease? For example: https://rarediseases.info.nih.gov/diseases/439/abdominal-cystic-lymphangioma

In this case, we use the summary as the actual definition in Mondo: abdominal cystic lymphangioma
