added a new component for chromosome-region ranges. This was created similarly to what was done for UBO. Learning in progress.

@matentzn I am trying to add the chromosome region ranges by following what we did for UBO. Some things are not working as I would have expected. I am still trying to figure out why (positively assuming that, with enough time, I will figure it out :-) ) . I created this PR so you can see what I did. We can discuss this during our next 1:1.
