Auto generate 'latest release' on PR merge #18

Description

The Slurp pipeline depends on the 'latest release' in this repository. Therefore it would be useful to automate publication of this at certain times, e.g. (a) when PR is merged, or (b) when 'make all/build' is run.

It might be useful to also do an md5 check on the files to make sure they're not the same.

Dont do this yet - I would like to ensure this is done uniformly across all ingests :)
