Mutation tests fail due to a missing input file #63

@pnrobinson the tests at tests/test_op_mutation.py fail due to missing data/mutation_excerpt.tsv file.

It seems like you wrote the test. Do you happen to have the file on your machine? If yes, can you commit it to the repo?
