Implement MatchMaker v1 API #8

The Matchmaker API will likely be defined using apache avro

For an early draft

We will want to support this TODO: investigate appropriate toolchain. Maybe this is best done in the monarch app layer, on top of the current REST?

+1 to keeping this in some higher level. Seems too application-specific to make sense in owlsim
