One of the major sources of dog breed names is the Fédération Cynologique Internationale (FCI), which claims to be “the largest canine organisation in the world”. Having spent many hours last year manually extracting breed names and ids from the FCI breed lists, I managed to get an introduction to the FCI Executive Director, Yves de Clercq, who offered to provide an Excel spreadsheet with all their breed information (including a numerical id for each breed), provided he can be assured that the information “cannot be used for commercial and profit-making purposes”. I am guessing that our only possible response is to point to the Creative Commons licence under which we operate. However, this licence enables anyone to “remix, transform, and build upon the material for any purpose, even commercially”. This being so, am I correct in concluding that we can’t provide him with the guarantee he desires?
