Having had more of a look, I have now seen that this file seems to be the same version (220506) as has been available from the GitHub site since May. I had been assuming that creating an OWL file from the masterfile would be an automated process, but maybe it's more complicated than that.
Today's wonderful announcement of v2022-09-22 has rendered this issue redundant. I am, therefore, closing it.
I've had a bit of a look, and am beginning to work out how to find my way around. I did notice that although many of acutes, graves, cedillas etc have come through successfully, there are still some words with weird characters, most likely ones I missed, e.g. Tabapuã, Paraguay; Cattle; Pampa Chaqueño, Paraguay; Cattle. In a recent conversation with Gregoire, he suggested that we may be able to avoid this hassle by obtaining data directly from the DADIS database rather than via a download into a csv, which is what I have done.
