Service configuration for log-agent: Will be stopped immediately, should wait for some time #44

When the service for monasca-log-agent is created, param "TimeoutStopSec" is set to "infinity". Thus, the process will be stopped immediately. Instead, log-agent requires some time to handle entries in internal queues.
