it is possible to use Monasca to monitor FusionSphere Openstack ??

I assume, yes. Monasca has no hard dependencies on other OpenStack services apart from Keystone. For UI you can use Horizon plugin or Grafana app. Most of the agent checks are generic and flexible to configure for your environment.
