Add 2 grass scenes with their child animatedsprite2d (path: tech_art/)
And also sprites for animation (path: tech_art/grass)
Add script to load animation (path: scrips/environments/effects)
I did not add those scenes to main stage for github repo, because I didn't want people to have difficulties resolving conflict when merging.
But it would be just some simple steps if we want to drag the scenes to main stage and use the load animation script.
