Associate 'monero:' URI in OS #3365

For easy payment (not copy-pasting) please associate a monero payment link to the GUI wallet app, so it would ask for password, then prefill a transaction.

monero:84...?tx_amount=1.0

Should work from html, and Start menu/Run.

Bumping this issue, and also adding it would be great to have the full URI protocol implemented in the GUI wallet- clicking a link in browser and having it autopopulate, would be useful and clicking a 'wallet restore link' as described in the URI would be a good step towards gift card support.
