roadmap changes - draft

Currently a draft / open for discussion. (commit name / rebase etc to be done after discussion)

I've had to combine 2017 into the 2014-2016 tab , because 'things broke' when i simply added a new year tab (i didn't investigate further) , and imo it seems a natural thing to do as we can't keep having a new tab for each year.

@HardenedSteel reminded me to start the PR, thanks

some icons should be changed too ('ongoing' / 'upcoming' / 'completed')

• 2017 tab has been merged into '2014-2016' tab to make room for 2022

• Move hardfork / binary release dates
• Bulletproofs++ ?
