closes #1993 closes #1819 help for reviewer: The descriptions / inputs / outputs where lifted from monero source code with a script. nothing extra added which is why i ask some questions below.

I have omitted set_log_level set_log_categories for now because they are duplicated elsewhere. it will be an easy copy and paste though to add in this PR if required [ yes / no ] ?

My own questions: -sweep_unmixable do we need some extra info for its actual purpose (pre rct?) and inputs?

is there a enable-multisig-experimental flag for monero-wallet-rpc?
do we need explanations for any of the
inputs/outputs or are they self explanatory?
