add scan_tx userguide cli/gui #1996

scan transaction is being added to the next release of the Monero gui (see https://github.com/monero-project/monero-gui/pull/3932)

this PR add's a simple userguide to show/explain this command

i assumed there would be some conflicts, but apparently not, ready as is
