Add built on monero page WIP #2091

Could this page be too ambiguous? e.g. crypto forks of monero etc

closes #1641

are the placeholders in the yml files helpful? useless? (will squash commits / remove after review)

Logo / sizes / quality are not final, just a mock up for sizing at the moment

the "pay to use" rpc seems to be getting deprecated so adding this without https://repo.getmonero.org/selene/primo for now seems OK. moneromooo has also recently stated that his focus will be on townforge (so its in active developent)

i will resolve conflicts

do i need to add the "haveno:" placeholder to the translation files? (i noticed i forgot to add it)

during rebase i noticed i had to remove:

from de.yml merchants:
intro3: (wähle die Vorlage "Händler" und fülle alle Abschnitte aus).
fr.yml
  onion: Adresse Onion (nécessite Tor)
pt-br.yml
  onion: Endereço onion (requer Tor)
sr.yml
  onion: Onion adresa (potreban Tor pretraživač)

Please remove all placeholders in the language files. Only the english file (en.yml) should be edited

ACK - i also see a "<<<<HEAD" left over in the a Chinese file

needs community interest / defined criteria before re-opening. RPC-pay / primo should have been the flagship of this Built on Monero page but it's not being used in the wild see https://github.com/monero-project/monero/issues/8722
