workgroups: remove outreach, add seraphis, remove mattermost #2154

The outreach workgroup has been inactive for more than 2 years.

edit: Replaced Outreach workgroup with Seraphis workgroup and removed mentions of mattermost, which is not used anymore.

  1. Mattermost is used and being reevaluated for Monero-events as we speak.
  2. monero-outreach isnt "dead", only the outreach ccs proposal is. Outreach could likely be absorbed into general #community.
  3. nwlb is not the seraphis workgroup. its mission statement is specifically for wallet migration. Im not even sure there is a seraphis workgroup unless referring to a combination of koe's repo, MRL, and nwlb. Where do people work on the daemon?

@nahuhh, regarding point 3: Yes, calling this the Seraphis workgroup would probably be too much, but the proposal of the PR is not to call it such, but Seraphis wallet workgroup, and IMHO that's ok.

This is what I myself came up with when writing the workgroup's sort-of-homepage here that gets linked in this PR.

Where do people work on the daemon?

As far as Seraphis is concerned, nowhere yet, as far as I know. It's not a given of course, but it may well be that this workgroup will expand its scope to include the daemon, the RPC server and the CLI wallet as well when time comes.

Could you provide an example of a room listed on this page that has even a single mattermost user? monero-events is not listed here either, so i don't understand how that's related. As far as i know our mattermost has been deprecated for a very long time and i'm not even sure it's updated. Doesn't make sense to point people to it.

Their coordinations rooms are dead. None of the people that were coordinating or active in the outreach workgroup are around anymore, their website is down because nobody renewed the domain (https://github.com/monero-project/monero-site/issues/2185). it's clearly 100% dead. No reason to point people to a dead place.
