2 months ago - 11.3 is missing execinfo, which is needed for rust std library build (#9440)
- bump does not violate #9446
- compare hash with: ftp://ftp-archive.freebsd.org/pub/FreeBSD-Archive/old-releases/amd64/12.3-RELEASE/base.txz
- based on #8929
